Executive Summary
This report provides an overview of the outcomes and progress of the First Jobs Fund program, with a particular focus on the Introduction to Northern Aviation Operations. Key highlights include the establishment of new partnerships for work placements and the successful onboarding of an Indigenous liaison, who played a significant role in supporting the day-to-day operations of the program. Throughout the duration of the program, we continued to strengthen community partnerships, and the project outcomes demonstrate a focus on meaningful employment opportunities for participants.
While this cohort faced some challenges, the team was proactive in addressing issues as they arose. This report consolidates findings up to March 2025 regarding participant progress; however, Manitoba Aviation Council (MAC) will continue to provide support to participants for up to three months post-program to ensure they meet their employment or educational goals.

Program Overview
The Introduction to Northern Aviation Operations Program was launched to address workforce shortages in Northern Manitoba’s aviation industry while promoting economic empowerment and sustainable development. Designed with an emphasis on Truth and Reconciliation, the program ensures equitable access to training and meaningful career pathways for Northern and Indigenous Manitobans.
Key program components:
• Workplace Essentials Manitoba (WEM): Providing foundational skills training.
• Technical Training: Focused on airport operations, pilot pathways, and AME careers.
• Work Placements: Arranged at Northern sites to address critical workforce needs.
• Community Partnerships: Leveraging support from Indigenous organizations and local industry leaders.

Outcomes and Professional Competencies
Graduates of the Intro to Northern Aviation Operations Program have acquired the following competencies:
• Mastery of essential workplace skills, with a focus on aviation operations.
• Proficiency in the operational, logistical, and environmental demands of northern aviation.
• Hands-on experience through jobsite shadowing and work practicums.
• Certification in radio communication, enabling safe and effective use of aviation communication systems.

Overall Program Summary
While participant attendance in Cohort 2 presented challenges, the First Jobs Fund’s Introduction to Northern Aviation Operations program has made significant strides in addressing industry needs and supporting workforce development in Northern Manitoba. Despite struggles with consistent participation—where many students expressed interest but ultimately did not show up—the program successfully delivered key initiatives such as MAC’s new industry awareness program, addictions awareness sessions, and ongoing support for participants.
These challenges will not deter MAC from its mission of building a sustainable Northern and Indigenous workforce prepared for the major changes and economic growth in the region. Moving forward, MAC remains committed to continuing this program, further strengthening its partnerships, and positively impacting the future workforce in Northern Manitoba.

Despite facing challenges, such as participant retention and logistical obstacles, the program successfully delivered impactful training, including industry awareness, addiction awareness, and workplace integration components.
With support from MAC, the Northern Manitoba Sector Council, local communities, and industry partners like Perimeter Aviation and Missinippi Airways, the program has provided real-world work experience and job placements for participants, fostering career opportunities in the Northern aviation sector.
